Open Question: What is the Best Graphics Card for Me?

I have been trying to build my own computer basically from the time I got this one. I started out by getting 8 gb's of ram. Which has done great for my gaming but I seem to still be a bit slow. I mostly play runescape, but also some minecraft(mc not an issue as much) but my comp. has a really bad graphics card and can't play runescape HD at over 8-12 Fps. So I figure its time to get the next part of my computer and get me a graphics card that can get me 50 FPS on runescape HD basically thats all I need. I also do a lot of videos so it should do well with that too. Here are my PC Specs and please suggest what you think the best graphics card is for me. My budget is 100$.
